Under the FCC's plan, families and individuals needing shelter, food or crisis counseling could find assistance through the abbreviated dialing code of 2-1- 1.

AIRS, a non-profit information and referral organization established in 1973 to bring people and services together, wanted to protect 2-1-1 domain names from being registered by speculators who could scramble to acquire the registration of thousands of names in the .org top-level-domain (TLD).
